Preparing Your Project Resources

Method

Work through the Human Resources Function to negotiate for the resources required by the Staffing Plan. Submit staffing requests as early as possible to provide maximum recruiting time. Include as much information as you can on mandatory skills or attributes and other desired skills that are "nice to have."

Whenever possible, avoid using subcontractors for critical or high profile project roles.

Incorporate team building approaches into the selection process. Be aware that the best available resources for each role are not necessarily the most skilled resources. Ideally, look for resource assignments that will enable you to deliver a quality product to the customer but also meet the career development needs of your staff.

To avoid the loss of key people, look for individuals who have the necessary skills (but not necessarily the best available) and keep these people only as long as needed. Hoarding good talent unnecessarily may serve the short term interests of the immediate project, but creates organizational conflict and is not in the best interests of the company as a whole.

If the resource is currently assigned to another project, negotiate his or her availability with the impacted parties. The key to success is to focus the negotiation on the best interests of the company (and the individual concerned) and to make sure that all parties understand and agree upon the impact of releasing the resource on the existing project. Although many Project Managers may be reluctant to give up qualified personnel from an ongoing project to satisfy a new start-up situation, this is a fact of life in a project environment.

Ensure that the resource assignments are updated in the Resourcing System.

Prepare a list of names and contact information for project team members and distribute this list to the project team and to other key project stakeholders.

Prepare a Staff Rotation Plan to ensure that project experience and knowledge are retained in the team and transferred to new personnel. The Staff Rotation Plan should permit team members to rotate off the project, or into new roles on the project, in a 12 to 18 month time frame. File the Staff Rotation Plan in the Project Book.

Modify the Financial Plan as necessary to ensure that the revenue projections match the staffing availability (i.e., that the project has the capacity to earn the projected revenue).
